Synopsis: Financial crises have occurred throughout history, resulting in the loss of national and international public and personal wealth, creating political uncertainty and shaking the foundations of the national, regional and international economic and social order. This book provides answers to the basic questions of what could have caused some of the more recent regional financial crises, what their key characteristics were, how they could have been prevented, what lessons national governments, central bankers and the International Monetary Fund (IMF) have learned and how such crises could be prevented in the future. The authors include current and former cabinet members of national governments, central bankers, IMF officials, scholars and practicing economists in both national and multilateral organizations, all of whom have either participated in the management of the various types of financial crises they analyze and discuss and/or have made major contributions to their understanding, including recommendations of how they could be avoided in the future.

The author thanks Sir Alan Walters, ex-chief economic adviser to prime minister Margaret Thatcher, for ‘his continuous support, humour and patience’ while, in return, Walter’s foreword praises her work as ‘the best source book ever issued on this subject’ and concludes that it might not be ‘the last on this subject … but [is] certainly the last word for now’. Europhiles could be alarmed and inclined not read any further. If they did not, it would be a real pity. Rehman’s thorough, comprehensive and meticulous study provides an impressive encyclopedia of the subject. It gives a detailed account of the history of economic and monetary integration, discusses potential political and economic dilemmas of EMU, its fiscal policies, costs and benefits, and presents the organizational structure and role of the European Central Bank. Naturally, the text is very technical, but still a relatively easy read. Most remarkable and useful are the countless graphs and charts which help to illustrate the complexities of the subject. Rehman’s book is therefore highly recommended to students of economics, politics and IPE. It provides the detailed information one should have to discuss seriously the risks and virtues of EMU.”
